Constitutional reviews, decentralization, and electoral system change are sites for political contestation, and often (re)define the “rules of the game” for years to follow. The international community promotes such reform processes to strengthen legitimate state institutions and good governance in conflict-affected contexts. To what extent and under which conditions can institutional reform contribute to sustainable peace? Going beyond technical approaches, the course introduces Political Economy Analysis as a tool to unpacking the complexity of reform processes.
